Board of Directors
The following individuals serve on the Lower Lights Ministries Board of Directors
Norbert Fischer - Chairperson
Accountant, American Electric Power Investment Accounting
Mr. Fischer, a Certified Public Accountant, is currently
employed by American Electric Power. A graduate of Nazarene Theological
Seminary and Mount Vernon Nazarene University, Mr. Fischer has served in several
ministry roles, including Pastor and Chaplain in the U.S. Army Reserves. One of
his passions is helping find effective ways to reach out to the disenfranchised.
Norb is a member of Hilliard Church of the Nazarene and holds membership in the
Ohio Society of Certified Public Accountants.
Sue Toth - Vice-Chairperson
Realtor, RE/MAX Impact
Ms. Toth is a long time member of Grace Brethren Church of Columbus, serving
on the Children's Advisory Board, the Care Team ministry, the wedding reception
committee,& the Hospitality ministry in several areas. She and her husband,
Steve, have 3 grown children, Chris, Sarah, and Melissa, as well as 2
grandchildren. Ms. Toth has been a Realtor in the Central Ohio area for 10
years and has served as Chair and Vice-Chair of the Member Services Committee at
the Columbus Board of Realtors and has held various positions on two area
Realtor Associations.
Dr. Buzz Inboden - Secretary
Educator, Worthington Christian Schools
Mr. Inboden is a Bible and Psychology teacher at Worthington Christian High
School. He is a graduate of Williams College, Grace Theological Seminary, and
Westminster Theological Seminary. Previous to pursuing his calling as a
teacher, he served in pastoral and counseling ministries. He is also a member
of the faculty of Walk Thru the Bible ministries. Buzz and his family
attend Vineyard Church of Columbus.
William Heer III - Treasurer Pro Tem
Attorney/Manager, First American Title Insurance Company
Mr. Heer, a graduate of Vanderbilt University Law School, is a licensed
attorney and title insurance agent, and currently serves as Central Ohio Area
Manager for First American Title Insurance Company. Mr. Heer is a fourth
generation member of First Congregational Church in Downtown Columbus, where he
has in the past chaired the Stewardship Committee and Co-chaired the personnel
committee. Mr. Heer lives in Columbus with his wife and two teen aged children
who attend Columbus City Schools.
Rev. Sam Barber
Pastor, Columbus Shepherd Church of the Nazarene
Rev. Barber is the grateful husband of Jill and the father of Ross, a junior
at Gahanna Lincoln High School. Rev. Barber is the Senior Pastor of the Columbus
Shepherd Church of the Nazarene, and holds degrees from Mount Vernon Nazarene
University, Malone University and Duke University. Sam has a passion for people
and loves to find creative ways to communicate the good news of Jesus Christ,
serves on several community and denominational committees, and is an avid
motorcyclist.
Gloria Fitchpatrick-Heise
Ms. Fitzpatrick, a mother
of four adult children and wife for 39 years, has resided in Franklinton for
over forty years and has witnessed firsthand the increased blight in the
neighborhood. Despite the hardships faced by Franklinton, Ms. Fitzpatrick
considers this the best community that one could live, and worked at the
Gladden Community House Food Pantry for 15 years.
Sharlon Koch
Instructional Assistant, Avondale Elementary School
Ms. Koch has lived in Franklinton for nearly 50 years, and has two adult
sons. She began working at Avondale Elementary School when her oldest son
was in kindergarten - about 20 years ago. She has a deep concern for her
neighborhood, and attends Lower Lights Community Church of the Nazarene where
she attended as a teenager.
Cathy Manson
Worship Leader, Pickerington Church of the Nazarene
Mrs. Manson serves as Worship Leader at Pickerington CON where her husband
Phil serves as Senior Pastor. Mrs. Manson also is a private piano/voice
instructor and travels throughout the region conducting spiritual retreats.
Currently, Mrs. Manson is a member of the Nazarene District Mission Strategy
Team and works with the Healthy Marriage Initiative of Fairfield County.
She is the mother of three adult children and grandmother of two, and desires to
lead people to the door of God's grace through authentic living and serving.

Rev. Jane Fulks - Founder, Member Emeritus
Founder, Lower Lights Ministries, Inc.
Pastor Fulks' vision for a holistic approach to caring for the felt needs of individuals and families spawned the creation of Lower Lights Ministries. Today, Pastor Fulks remains vitally involved with the coordination of faith-based services in Franklinton.
Dr. J.W. Lambert - Member Emeritus
District Superintendent Emeritus, Central Ohio Nazarene District
Dr. Lambert has served as a pastor and District Superintendent in the Church of the Nazarene for nearly 50 years. In addition, Dr. Lambert has traveled continents on various mission trips and has served at many Nazarene educational institutions.
